About FCAT

The Film Certification Appellate Tribunal (FCAT) is a statutory body, constituted by the Ministry of Information & Broadcasting in accordance with Section 5(D) of the Cinematograph Act, 1952 (37 of 1952). The Headquarter of the Tribunal is at Soochna Bhawan, New Delhi.

The Tribunal is headed by a Chairperson, assisted by four members.

The Tribunal provides a forum where the grievances with regard to the film certification are redressed and decided in an objective manner in accordance with the law and in consonance with the aims and objectives of the Cinematograph Act, 1952.

The Tribunal hears the appeals filed under Section 5(C) of the Act.

Any applicant, aggrieved by an order of the Central Board of Film Certification (CBFC) can file an Appeal before the Tribunal under this Section. An applicant aggrieved by an order of the Central Board of Film Certification can file an appeal in writing with the Film Certification Appellate Tribunal, for redressal of his grievances.

An Appeal can be filed within 30 days from the date of the order of the CBFC. Delay to the extent of 30 days can be condoned by the Tribunal for sufficient cause. The Appeals once received are scrutinized by the Registry of the Tribunal and listed for hearing. Efforts are made to expedite the hearings and decide the appeals in the shortest time possible.

The Tribunal is making a substantial contribution towards redressing the grievances of the film industry. Due to time constraints and the nature of the Constitution of CBFC, the decisions at times get affected by local, domestic, industrial and ethnic factors.
